Bala is the general Brazilian term, but ALiB question 185 found a clear Northern semantic difference: there bombom can mean the wrapped hard candy that elsewhere is normally a bala. Confeito creates a Northeastern belt through Rio Grande do Norte, Paraíba, Pernambuco, Alagoas and Sergipe. Queimado is a smaller Bahian norm.
Outside the Northern candy sense, bombom ordinarily means a chocolate sweet. The Atlas therefore keeps this regional meaning separate instead of rewriting the nationwide definition.
