Meaning
Said of a scandal or wrongdoing that ends with nobody punished and no real consequences.
Example
A CPI prometia punir os culpados, mas, como sempre, acabou em pizza.
The inquiry promised to punish those responsible but, as always, it all ended in pizza.
Origin
The widely-told story sets it at the São Paulo football club Palmeiras in the 1960s: a bitter dispute among the club's directors dragged through a roughly 14-hour meeting and was patched up afterwards over beer, wine and dozens of pizzas. The sports journalist Milton Peruzzi, of Gazeta Esportiva, summed it up in the headline "Crise do Palmeiras termina em pizza" — originally in the positive sense of reconciliation.
